What changes on October 1, 2026?

Meta is expanding WhatsApp per-message charges inside the 24-hour customer service window.

Today, service replies and utility template messages sent within that window are free. From October 1, they will be charged per delivered message.

Meta’s current USD rate card is effective July 1, 2026. Final rates for October 1 are due bySeptember 1, 2026. Until then, projected costs use Meta’s currently published rates and announced pricing rules.

WhatsApp pricing questions, answered

What is changing in WhatsApp pricing on October 1, 2026?

Meta announced that utility template messages sent inside the 24-hour customer service window and non-template service replies will become chargeable per delivered message. Marketing, authentication, and utility messages outside the window continue to be charged per delivered message.

Are the October 2026 rates final?

Not yet. Meta says the final October 1 rate card, including service message rates, will be published no later than September 1, 2026. Until then, this calculator projects the new rules using Meta’s July 1, 2026 USD rate card and the announced service rate method.

Are incoming WhatsApp messages charged?

No. Meta charges for delivered outbound messages. Messages received from customers are not charged by Meta.

What is the 24-hour customer service window?

The window opens when a customer messages your business and lasts for 24 hours after their most recent message. Under current pricing, utility templates and service replies inside this window are free. From October 1, 2026, Meta plans to charge for both.

How is the recipient country used?

Meta determines the market from the recipient’s country calling code. The calculator maps the selected country to Meta’s published country or regional rate-card market and displays every estimate in USD.

How do WhatsApp volume tiers work?

Utility and authentication discounts are progressive: each rate applies only to the messages inside that tier. Meta calculates eligible monthly volume across the business portfolio’s WhatsApp Business Accounts. Marketing and service messages do not receive volume-tier discounts.

Do free entry point conversations stay free?

Yes. Meta says messages sent during the 72-hour free entry point window remain free when a customer starts a conversation through an eligible click-to-WhatsApp ad or Facebook Page call-to-action button.

Does Flownally charge extra on top of Meta’s WhatsApp fees?

No. Meta’s WhatsApp messaging charges are separate from your Flownally subscription. Flownally does not add a markup to Meta’s per-message fees.

Does the October 1 pricing change affect the WhatsApp Business app?

No. The change applies to businesses using the WhatsApp Business Platform/API, either directly or through a provider. If you only use the regular WhatsApp Business app, these per-message API charges do not apply.

Will the 24-hour customer service window still exist after October 1?

Yes. The 24-hour customer service window remains. What changes is the pricing inside it: from October 1, 2026, service replies and utility template messages sent during the window will become chargeable per delivered message. Incoming customer messages remain free.
